習(xí)近平主席將于9月26日至28日出席聯(lián)合國成立70周年系列峰會，包括出席聯(lián)合國大會一般性辯論、發(fā)展峰會以及中方倡議舉行的全球婦女峰會和南南合作圓桌會。這是習(xí)主席首次出席聯(lián)合國峰會，具有重要的歷史意義。

President Xi Jinping will attend the series of summits marking the 70th anniversary of the UN from September 26 to 28, including the General Debate of the UN General Assembly and UN Development Summit, as well as the Global Summit of Women (GSW) and the Roundtable on South-South Cooperation proposed by China. This is the first time for President Xi Jinping to attend the UN summits and therefore is of great historic significance.

9月21日，外交部發(fā)布《中國關(guān)于聯(lián)合國成立70周年的立場文件》，全面介紹中國對聯(lián)合國成立70周年有關(guān)重大問題的看法，就聯(lián)合國成立70周年系列峰會重要活動、安理會作用、聯(lián)合國維和行動、公共衛(wèi)生安全、兒童、教育、殘疾人權(quán)益、氣候變化、恐怖主義、網(wǎng)絡(luò)安全、人權(quán)、加強(qiáng)聯(lián)合國工作效率和效力等問題闡述中方立場和主張。

On September 21, the Foreign Ministry released China's Position Paper on the 70th Anniversary of the UN, comprehensively introducing China's views on major issues related to the UN's 70 anniversary and elaborating China's positions and propositions on the important events of the summits, the role of the UN Security Council, UN peace-keeping missions, public health security, children, education, rights and interests of the handicapped, climate change, terrorism, cyber security, human rights, enhancing the effectiveness and efficiency of the UN and other issues.

一、2023年是聯(lián)合國成立70周年，也是世界反法西斯戰(zhàn)爭和中國人民抗日戰(zhàn)爭勝利70周年。聯(lián)合國是世界反法西斯戰(zhàn)爭勝利的成果，承載著各國人民對和平與發(fā)展的殷切期望。聯(lián)合國的成立是人類歷史上一件具有劃時代意義的大事，是人類和平進(jìn)步事業(yè)的一座里程碑。

I. This year marks the 70th anniversary of the founding of the United Nations (UN) and victory of the world anti-fascist war and Chinese People's War Against Japanese Aggression. As an outcome of victory against fascism, the UN embodies the ardent hope of people around the world for peace and development. Its founding is an epoch-making event in the history of mankind and a milestone in the quest for peace and progress.

70年來，作為最具代表性和權(quán)威性的政府間國際組織，聯(lián)合國依靠和平與安全、發(fā)展、人權(quán)三大支柱，為促進(jìn)人類進(jìn)步事業(yè)發(fā)揮著不可替代的作用，并取得了巨大成就。

In the past 70 years, as the most representative and authoritative intergovernmental organization in the world, the UN, with its three pillars of peace and security, development, and human rights, has played an irreplaceable role and accomplished a great deal in promoting human progress.

70年后的今天，《聯(lián)合國憲章》并沒有過時。國際社會不僅應(yīng)當(dāng)重溫《憲章》精神，還應(yīng)當(dāng)結(jié)合當(dāng)今時代潮流和實際需要，不斷豐富《憲章》的內(nèi)涵，賦予其新的生機(jī)與活力。

Seventy years on, the UN Charter remains as relevant as ever. It is important that the international community renews the spirit of the Charter and, more importantly, enrich and reinvigorate it in light of the trend of our times and the needs of the world.

當(dāng)今世界是一個變革的世界，是一個新機(jī)遇新挑戰(zhàn)層出不窮的世界，是一個國際體系和國際秩序經(jīng)歷深度調(diào)整的世界，是一個國際力量對比正在深刻變化并朝著有利于和平與發(fā)展方向變化的世界，和平、發(fā)展、合作、共贏的時代潮流更加強(qiáng)勁。同時，我們依然面臨諸多新挑戰(zhàn)、新難題。國際金融危機(jī)的深層次影響還未消除，貧困等全球性問題仍未解決，地區(qū)熱點此起彼伏，恐怖主義、網(wǎng)絡(luò)安全等非傳統(tǒng)安全威脅上升，維護(hù)世界和平、促進(jìn)共同發(fā)展依然有很長路要走。

We live in a changing world full of new opportunities and challenges. The international system and order are undergoing profound adjustments, with the balance of power shifting in favor of peace and development. The trend of our times featuring peace, development and win-win cooperation is becoming more pronounced. On the other hand, there are a multitude of new and tough challenges. The world economy has not recovered from the lingering impact of the global financial crisis. Poverty and other worldwide problems still persist. Regional hotspot issues keep flaring up. Terrorism, cyber-security and other unconventional security threats are on the rise. All in all, achieving world peace and development is a long and uphill battle.

在此背景下，國際社會對聯(lián)合國的期待上升，聯(lián)合國肩負(fù)的責(zé)任也更加艱巨。聯(lián)合國的作用只能加強(qiáng)而不能削弱，聯(lián)合國的權(quán)威必須維護(hù)而不能損害。

Against this background, there are growing expectations for the UN to take on more responsibilities. Today, the role of the UN must be strengthened rather than weakened; its authority must be upheld instead of undermined.

二、國際社會要以紀(jì)念聯(lián)合國成立70周年為重要契機(jī)，回顧歷史，展望未來，達(dá)到以下目標(biāo)，以早日實現(xiàn)《聯(lián)合國憲章》所繪愿景：

II. The 70th anniversary of the UN is an important opportunity for the international community to review history, look ahead to the future and achieve the following objectives so as to turn the vision of the UN Charter into reality at an early date.

——牢記歷史教訓(xùn)，維護(hù)世界反法西斯戰(zhàn)爭勝利成果，致力于避免后世再遭慘不堪言之戰(zhàn)禍。

- It is important to remember the lessons of history and uphold the outcome of the world anti-fascist war so as to "save succeeding generations from the scourge of war".

——捍衛(wèi)《聯(lián)合國憲章》宗旨和原則。堅持尊重各國自主選擇發(fā)展道路和社會制度，堅持通過對話協(xié)商以和平方式解決國家間的分歧和爭端。

- It is important to uphold the purposes and principles of the UN Charter, respect countries' choice of development path and social system, and settle differences and disputes peacefully through dialogue and consultation.

——倡導(dǎo)共同、綜合、合作、可持續(xù)安全的理念，尊重和保障每一個國家的安全，建設(shè)開放、透明、平等的國際安全合作架構(gòu)，走出一條共建、共享、共贏的安全新路，共同維護(hù)地區(qū)和世界和平穩(wěn)定。

- It is important to advocate common, comprehensive, cooperative and sustainable security, respect and ensure the security of each country, build an international security cooperation architecture based on openness, transparency and equality, embark on a new path toward security by all, of all and for all and make joint efforts to safeguard regional and global peace and stability.

——推動國際關(guān)系的民主化和法治化。在國際關(guān)系中堅持和平共處五項原則，維護(hù)國際公平正義，用統(tǒng)一適用的規(guī)則來明是非、促和平、謀發(fā)展。國家不分大小、強(qiáng)弱、貧富都是國際社會平等成員，都應(yīng)平等參與國際規(guī)則制定，依法行使權(quán)利，不能借“法治之名行侵害他國權(quán)益之實。

- It is important to promote greater democracy and the rule of law in international relations. The Five Principles of Peaceful Coexistence, equality and justice must be upheld in international relations. Universally applicable rules must be adopted to tell right from wrong and promote peace and development. Countries, big or small, strong or weak, rich or poor, are all equal members of the international community and entitled to equal-footed participation in international rule-making and law-based exercise of rights. No attempt should be made, in the name of "rule of law", to undermine other countries' rights and interests.

——維護(hù)和發(fā)展開放型世界經(jīng)濟(jì)，推動強(qiáng)勁、可持續(xù)、平衡增長，完善全球經(jīng)濟(jì)治理，確保各國在國際經(jīng)濟(jì)合作中機(jī)會平等、規(guī)則平等、權(quán)利平等，實現(xiàn)世界普遍繁榮，各國共同發(fā)展。

- It is important to maintain and develop an open global economy, improve global economic governance, and ensure equal opportunities, fair rules and equal rights in international economic cooperation so as to achieve prosperity and development for all.

——推進(jìn)全球發(fā)展合作，重點幫助發(fā)展中國家解決發(fā)展關(guān)切，推動各國走上公平、包容、可持續(xù)的發(fā)展道路。

- It is important to advance global development cooperation, with a focus on addressing the development concerns of developing countries, so as to help all countries take a path of equitable, inclusive and sustainable development.

——尊重各國自主選擇人權(quán)發(fā)展道路，同等重視兩類人權(quán)，開展平等和建設(shè)性對話與合作，推動公正客觀處理人權(quán)問題，促進(jìn)國際人權(quán)事業(yè)健康發(fā)展。

- It is important to respect countries' right to choose their own path of human rights development, place equal importance on both categories of human rights, engage in equal-footed and constructive dialogue and cooperation, approach human rights issues in a just and objective manner, and promote the healthy development of the human rights cause globally.

——堅持求同存異、開放包容，在交流互鑒中取長補(bǔ)短，在求同存異中共同前進(jìn)，讓各個文明都綻放出自己的光彩。

- It is important to seek common ground while reserving differences, embrace openness and inclusiveness, draw on each other's strengths through exchanges and mutual learning, work together for common progress despite differences and celebrate the cultural diversity of the world.

——推動構(gòu)建以合作共贏為核心的新型國際關(guān)系，推動國際秩序和國際體系朝著更加公正合理的方向發(fā)展，推動建設(shè)人類命運(yùn)共同體。推動各國把本國利益同別國共同利益結(jié)合起來，努力擴(kuò)大利益匯合點，以合作謀和平，以合作促發(fā)展，以合作實現(xiàn)雙贏、多贏和共贏。

- It is important to build a new type of international relations featuring win-win cooperation, bring about a more just and equitable international order and build a community of common destiny for the entire humanity. Countries should align their interests with those of other countries, expand areas of converging interests and pursue peace, development and win-win outcomes for all through cooperation.

——在國際事務(wù)中更多傾聽發(fā)展中國家呼聲，反映發(fā)展中國家訴求，維護(hù)發(fā)展中國家權(quán)益，增加發(fā)展中國家在聯(lián)合國及相關(guān)國際機(jī)構(gòu)的發(fā)言權(quán)和代表性。

- It is important to pay greater attention to the voice of developing countries in international affairs, reflect their aspirations, protect their rights and interests, and increase their say in the UN and relevant international institutions.

三、在聯(lián)合國成立70周年之際，國際社會應(yīng)攜手努力，推動聯(lián)合國成為國際和平與安全的有力維護(hù)者，世界發(fā)展與繁榮的積極促進(jìn)者。中國建議重點圍繞以下方面開展工作：

III. Marking the 70th anniversary of the UN, the world needs to come together to make it a strong champion of peace and security and vigorous advocate of development and prosperity. China suggests that the UN prioritize work in the following areas.

(一)實現(xiàn)發(fā)展是世界各國的共同訴求。各國應(yīng)抓住9月聯(lián)合國發(fā)展峰會的歷史機(jī)遇，展示政治意愿，凝聚共識，推進(jìn)全球發(fā)展進(jìn)程。應(yīng)做好2023年后發(fā)展議程后續(xù)落實工作，堅持“共同但有區(qū)別的責(zé)任原則，尊重各自國情、發(fā)展模式和發(fā)展道路，共同致力于消除極端貧困，推動經(jīng)濟(jì)、社會、環(huán)境協(xié)調(diào)發(fā)展，縮小南北差距，實現(xiàn)共同繁榮與發(fā)展。

(1) Development is the shared aspiration of all countries. We need to seize the historic opportunity of the UN Special Summit on Sustainable Development to be held this coming September to marshal the political will and consensus for promoting global development. We need to ensure sound follow-up implementation of the post-2023 development agenda, uphold the principle of common but differentiated responsibilities, respect each other's national conditions and development model and path, work together to eliminate extreme poverty, advance coordinated development of the economy, society and environment, narrow the North-South gap, and achieve common prosperity and development.

(二)建立更加平等均衡的全球發(fā)展伙伴關(guān)系是實現(xiàn)共同發(fā)展的堅實保障。發(fā)達(dá)國家要履行應(yīng)盡的國際責(zé)任，兌現(xiàn)官方發(fā)展援助承諾，推進(jìn)南北合作。作為南北合作的補(bǔ)充，發(fā)展中國家可加強(qiáng)南南合作，實現(xiàn)聯(lián)合自強(qiáng)，為充實發(fā)展伙伴關(guān)系作出貢獻(xiàn)。中國將與聯(lián)合國在今年9月聯(lián)合國系列峰會期間共同舉辦南南合作圓桌會，推動各方在2023年后發(fā)展議程框架下進(jìn)一步提升南南合作的成效。

(2) A more equitable and balanced global partnership for development provides a solid underpinning for common development. It is imperative that developed countries honor their due international responsibilities and commitments on official development aid and push forward North-South cooperation. As a complement to North-South cooperation, developing countries may enhance South-South cooperation to seek strength through unity and help enrich the development partnership. China and the UN will jointly hold a round table on South-South cooperation in September as leaders gather for UN summits to redouble efforts for more effective South-South cooperation under the framework of the post-2023 development agenda.

(三)聯(lián)大一般性辯論是聯(lián)合國最高講壇，第70屆聯(lián)大一般性辯論更具有特殊意義。各國應(yīng)圍繞如何實現(xiàn)永不再戰(zhàn)的愿景、實現(xiàn)不同國家和文明和睦相處、推動國際關(guān)系的民主化和法治化、構(gòu)建以合作共贏為核心的新型國際關(guān)系、建設(shè)一個美好世界、加強(qiáng)聯(lián)合國作用等重大問題展開辯論，為世界和聯(lián)合國未來指明方向。

(3) The General Debate of the 70th Session of the United Nations General Assembly (UNGA) carries special significance. At this most august forum in the UN, countries can discuss such momentous issues as preventing war, achieving harmonious coexistence between countries and civilizations, promote greater democracy and the rule of law in international relations, building a new type of international relations on the basis of win-win cooperation, making the world a better place, and enhancing the role of the UN so as to point the way forward for the world as well as the UN.

(四)性別平等和婦女賦權(quán)是人類社會發(fā)展進(jìn)步的重要標(biāo)志。中國與聯(lián)合國婦女署將于今年9月在聯(lián)合國總部聯(lián)合舉辦全球婦女峰會。我們希望各方積極支持和參與這次峰會，并就切實落實聯(lián)合國第四次世界婦女大會通過的《北京宣言》和《行動綱領(lǐng)》、實現(xiàn)2023年后發(fā)展議程婦女領(lǐng)域目標(biāo)做出政治承諾，提供資金支持。

(4) Gender equality and women's empowerment are important measures of human development and progress. China and UN Women will hold a global summit on women at the UN headquarters in September this year. We hope that various parties will actively support and attend this summit, make political commitments on implementing the Beijing Declaration and the Platform for Action adopted on the Fourth World Conference on Women and fulfilling the goals relating to women in the post-2023 development agenda, and provide financial support for this endeavor.

(五)當(dāng)前國際和平與安全仍面臨各種傳統(tǒng)和非傳統(tǒng)安全威脅的挑戰(zhàn)。安理會作為國際集體安全機(jī)制的核心，在維護(hù)國際和平與安全上負(fù)有首要責(zé)任。加強(qiáng)國際集體安全機(jī)制，推動政治解決地區(qū)熱點問題，讓安理會更好地履行《聯(lián)合國憲章》賦予的職責(zé)，這具有十分重要的意義。

(5) International peace and security is still challenged by various traditional and non-traditional security threats. At the core of the international collective security mechanism, the Security Council has primary responsibility for the maintenance of international peace and security. It is vitally important to strengthen the international collective security mechanism, encourage political settlement of regional hotspot issues, and enable the Security Council to better perform its responsibilities under the UN Charter.

(六)聯(lián)合國維和行動是實踐多邊主義、維護(hù)集體安全的有效手段。中方希望維和行動根據(jù)國際形勢發(fā)展變化進(jìn)行改進(jìn)與調(diào)整，加強(qiáng)戰(zhàn)略設(shè)計，制定更加合理可行授權(quán)，提高部署效率，改善管理和內(nèi)部協(xié)調(diào)，幫助加強(qiáng)發(fā)展中國家能力建設(shè)。中方支持聯(lián)合國秘書長倡議對維和行動進(jìn)行評估和改進(jìn)，希望聯(lián)合國通過與會員國廣泛協(xié)商尋求共識，堅持維和行動三原則，確定聯(lián)合國維和行動未來發(fā)展方向，更好地完成維護(hù)和建設(shè)和平、保護(hù)平民等各項任務(wù)。
